Work begins on 152-Home development in Abertridwr

Construction is now underway on a major housing project in Abertridwr, Caerphilly, set to deliver 152 energy-efficient homes on the site of the former Windsor Colliery.
The development, led by not-for-profit housing association United Welsh in partnership with Caerphilly County Borough Council and the Welsh Government, represents the largest project to date for United Welsh in Caerphilly.
Built next to Ysgol Ifor Bach, the homes will include a mix of houses and apartments for social rent, affordable rent, and sale. All homes will be constructed to high environmental standards and will be entirely off-gas, significantly reducing carbon emissions and energy costs for future residents.
The homes will be manufactured using timber frame structures produced by Celtic Offsite, a social enterprise within the United Welsh Group. On-site construction will be carried out by M&J Cosgrove, while Prichard’s is currently handling site remediation.
Lynn Morgan, Executive Director of Development, Assets and Sustainability at United Welsh, said the project marks a major milestone for the organisation:
“This work marks the start of an exciting chapter for Abertridwr, and our largest development in Caerphilly to date. This isn’t just about delivering homes, it’s about growing the community and providing high-quality, affordable homes where people can thrive.”
The development is being supported by Welsh Government’s Social Housing Grant and the Cardiff Capital Region’s Viability Gap Fund—a £35 million programme aimed at unlocking development on previously stalled sites across the region.
Cllr Shayne Cook, Caerphilly Council’s Cabinet Member for Housing, said the initiative will play a crucial role in addressing local housing needs.
He said: “Decent affordable homes are the foundation to people’s lives. We’re delighted to be working in partnership with United Welsh on this development, which will breathe new life into the site.”
The project also has strong community involvement. Pupils from Ysgol Ifor Bach collaborated with local illustrator Chris Morgan to create a mural reflecting Abertridwr’s history and community spirit, which now sits at the entrance to the school.
Cllr Andrew Morgan OBE, Leader of Rhondda Cynon Taf County Borough Council and Portfolio Lead for Infrastructure at the Cardiff Capital Region (CCR), added: “This development is very welcome, and it is encouraging to see local organisations come together to deliver much-needed affordable housing. CCR’s funding has played a vital role in bringing this project forward.”
Remediation work is currently underway, with construction entering its next phase in early 2026. The full development is expected to be completed by 2028.
