Welsh Gov launches consultation on Deposit Return Scheme

The Welsh Government has launched a 12-week consultation on plans to introduce a Deposit Return Scheme (DRS) that would include glass drinks containers and place reuse at the heart of its design.

Deputy First Minister Huw Irranca-Davies, who holds responsibility for Climate Change and Rural Affairs, announced the consultation on 18 August at the historic Corona Pop Factory site in Porth, once a hub for reusable glass bottles.

The consultation, which runs until 10 November, will shape how Wales implements the scheme. Unlike more conventional DRS models that prioritise recycling, the Welsh approach emphasises reuse, with the government arguing it delivers far greater environmental and economic benefits.

Wales already has the second highest recycling rate in the world, but ministers say the new scheme will build on that progress by cutting litter, boosting on-the-go collection infrastructure, and reducing carbon emissions.

International evidence shows reuse systems can reduce material costs for producers, create new green jobs, and accelerate the path to net zero.

Extensive stakeholder engagement has already taken place, including a national conference and workshops with industry sectors, and the government says the consultation is an opportunity for businesses and communities to shape the final scheme.

Deputy First Minister Huw Irranca-Davies said: “Wales has always led by example on environmental action, and the deposit return scheme represents our next bold step forward.

“Visiting the old Corona Pop Factory, once a hub for reusable glass bottles, was a reminder that we’re not inventing something new, we’re returning to the best of our industrial heritage whilst building a sustainable future.

“By putting reuse at the centre of our approach, we’re not just tackling waste – we’re creating a model that other nations can follow. This scheme will drive innovation, create green jobs, and help tackle both the climate and nature crises simultaneously.

“I encourage businesses and all stakeholders to engage with this consultation and help shape a scheme that truly delivers for Wales.”

The DRS will complement existing environmental policies and is positioned as a key part of Wales’ journey towards net zero.
