Joint venture to unlock new employment site in Merthyr Tydfil

A major partnership between the Welsh Government and Merthyr Tydfil County Borough Council is set to transform a 19-acre site at Goat Mill Road into a new hub for business and employment, paving the way for long-term economic growth in the region.

Under the new Joint Venture agreement, the site will be prepared with enabling infrastructure to create investment-ready plots for future development. The land has remained unused since remediation work was completed in the 1990s, but the new deal is expected to finally bring it back into productive use.

The project represents a combined investment of more than £9.6 million, including over £4.5 million in Welsh Government funding and a further £5.1 million from Cardiff Capital Region (CCR), provided to Merthyr Tydfil County Borough Council.

Once complete, the scheme will support job creation during both the construction phase and as businesses move onto the site. It will also benefit from recent upgrades to the A465 Heads of the Valleys Road and will complement projects being delivered through the Tech Valleys programme.

Cabinet Secretary for Economy, Energy and Planning, Rebecca Evans, said: “Well connected, high-quality business spaces are crucial for expansion and job creation.

“This important project will accelerate the availability of investment ready plots at this site and deliver employment opportunities for people in the surrounding communities, helping us deliver on our priority of growing the economy in all parts of Wales.”

Funding from the Cardiff Capital Region comes via its Northern Valleys Initiative (NVI), which focuses on unlocking regeneration and sustainable growth across the Valleys.

Mike Brough, Strategic Director for Regional Growth at CCR, said: “Remediating and developing valuable land like this for sustainable growth is what CCR’s Northern Valleys Initiative is all about and we are delighted to co-fund this with our partners in Welsh Government and the local authority in Merthyr Tydfil. 

“Our team looks forward to co-working on this over the next few years, aiming to stimulate economic growth and increased job creation into Merthyr Tydfil.”

Leader of Merthyr Tydfil County Borough Council, Councillor Brent Carter, added: “Merthyr Tydfil is fast becoming a place where people want to invest and bring their businesses. This is partly due to our strategic location; we are in the perfect place, being situated in the heart of the valleys with excellent transport links across South Wales.”
