A Cardiff-based HR consultancy has entered a new phase of growth after forming a strategic partnership aimed at expanding support for SMEs across South Wales.

EffectiveHRM, founded in 2011 by employment lawyer Emma del Torto, has joined forces with Impact HR Consulting Limited in a move that will see the business become part of a wider group while retaining its established brand and local presence.

The company, which supports more than 150 businesses across sectors including care, professional services, manufacturing, hospitality and construction, will continue to operate from Cardiff with its existing team.

The partnership is expected to strengthen its service offering by providing access to additional resources, specialist expertise and a broader national footprint.

Under the new arrangement, clients of EffectiveHRM will benefit from increased capacity across HR advisory, compliance and health and safety services, alongside access to a wider pool of specialist knowledge.

The move comes at a time when many SMEs are facing increasing pressure from evolving employment legislation, rising costs and growing complexity in workforce management.

Demand for commercially focused and proactive HR support has been increasing, with firms seeking more comprehensive guidance to navigate regulatory and operational pressures.

Emma del Torto will remain with the business and join the leadership team at Impact HR, while all existing employees will continue in their roles to ensure continuity for clients.

Emma said: “This is about building on what we have created in South Wales and giving our clients access to even greater depth of support.

“Businesses are navigating increasing complexity around employment law, compliance and workforce management.

“By strengthening our capability, we can help them stay ahead of those challenges while continuing to offer the personal, hands-on service they value.

“It was important to me that we found a partner who shared our values and approach. This allows us to grow without losing what makes EffectiveHRM distinctive.”

Impact HR Consulting CEO Greg Guilford said: “EffectiveHRM is a highly respected business with deep roots in the South Wales market.

“This partnership allows us to invest in that success, support its continued growth and help even more SMEs at a time when they need it the most.

“We’re also thrilled that Emma is joining our leadership team. Her experience, insight and approach to HR will be a huge asset.”
