£9bn ‘Clean Growth Map’ highlights Wales’ renewable energy investment potential

Net Zero Industry Wales (NZIW) and RenewableUK Cymru have launched a new ‘Wales Clean Growth Map’ which identifies a £9 billion investment opportunity in renewable energy and low-carbon industries across the nation.

The interactive map is designed to help legislators, policymakers and investors visualise Wales’ clean energy pipeline, alongside the scale of its industrial transition. It sets out the potential for new jobs, infrastructure and regional economic growth while warning of the risks of inaction.

According to NZIW and RenewableUK Cymru, the clean growth pipeline could add £6.9 billion to the Welsh economy over the next decade. The analysis also highlights a further £2.1 billion in value that could be retained by preventing further deindustrialisation through investment in low-carbon technologies and infrastructure.

To underline the political and local significance of the findings, the map overlays the 16 new ‘super constituencies’ which will be contested in the 2026 Senedd election. This allows candidates and decision-makers to identify priority projects within their prospective constituencies and to understand the direct benefits for local communities.

Ben Burggraaf, CEO of Net Zero Industry Wales, said :“At its core, this map sends a powerful message: Wales is not simply a collection of individual projects. As a nation, we are building a strong, diverse and nationally significant clean energy and low-carbon industry investment portfolio, enabling Wales to become a leading clean energy transition hub and remain a cornerstone of the UK industrial base.”

Jess Hooper, Director of RenewableUK Cymru, added: “Renewables are not just about delivering projects and electricity— they are about delivering a future. Clean energy is both a climate imperative and a once-in-a-generation economic opportunity.

“With this map, we’re making the case for action on where investment is needed, with real locations, real figures and real opportunities for every part of Wales.”

The map also highlights the critical infrastructure required to support Wales’ energy ambitions, including grid reinforcements in Mid Wales and the creation of a North–South transmission spine. Plans for new and upgraded interconnectors with Ireland and Scotland are also featured, ensuring that clean power can flow efficiently into, out of, and across Wales.

The project reflects the shared mission of the two organisations. Net Zero Industry Wales is focused on decarbonising manufacturing and positioning Wales as a clean energy hub within the UK, while RenewableUK Cymru is driving the integration of renewables into Wales’ broader economic strategy.

The report warns that scaling up renewable deployment is not only about creating new opportunities, but also about protecting Wales’ existing industrial base. Without action, the organisations argue, carbon-intensive sectors risk further decline.
