£20bn clean energy pipeline highlighted in new Wales investment prospectus

A new Clean Energy Investment Prospectus has set out a pathway for more than £20bn of potential investment in energy infrastructure across Wales over the next decade.
Published by Net Zero Industry Wales (NZIW) in partnership with consultancy Acre, the Prospectus outlines a pipeline of investable clean energy projects and is designed as a single point of reference for investors and developers.
It brings together project data, policy context and delivery support into one document.
The Prospectus is framed by the Well-being of Future Generations (Wales) Act, which embeds long-term planning, sustainability and social value into public decision-making.
NZIW said this provides investors with policy clarity and confidence that clean energy remains a national priority for Wales.
Wales has attracted significant recent investment, securing £4.6bn of global inward investment across 65 foreign direct investment projects in the past year.
This was followed by commitments totalling £16bn announced at the Welsh Government’s Investment Summit, including investment pledges from RWE, Eni and Vantage Data Centres.
The Prospectus builds on this momentum by focusing on projects with a clear route to delivery, highlighting Wales’ energy infrastructure landscape and existing support mechanisms such as the National Wealth Fund and the Development Bank of Wales.

“We have significant clean energy resources, a strong industrial base, and a large and diverse pipeline of projects backed by credible organisations and skilled people — giving investors both scale and opportunity to make a real difference.
“This Prospectus brings those opportunities together in one place, providing investors with an easier way to see where the investment opportunities are in Wales and how they are supported by UK and Welsh Government.
“The strength of our public-private sector partnership puts Wales in a strong position to become a leading clean energy transition hub and continue to play a key role in the UK’s future industrial base.”
Georgina Sell, Associate Director, Industry & Infrastructure, EMEA at Acre, said: “The idea for the Prospectus grew from conversations with public and private sector professionals across Wales’ clean energy sector — many of whom agreed that while Wales’ opportunity is huge, there is a need for clearer direction.
“By collating opportunities, partnerships and impact in one place, this resource will help to achieve just that — showing how Wales can deliver clean energy projects that are both commercially attractive and purpose led.
“We invite prospective investors and innovators to use the Prospectus as a starting point for conversations about projects and partnerships in Wales. Together, we can shape the future of clean energy in Wales.”
The Prospectus complements the wider Trade & Invest Wales investment offer and will be promoted through NZIW’s programme of activity in 2026.
